Attempting to bash Kerry, Condoleezza Rice tells the press that she doesn't understand Kerry's idea that unilateral actions by the US should meet a global test of legitmacy. Actually - even more alarmingly - Rice says "I don't understand...legitimate reasons." Well. There's the problem. This administration doesn't even understand what legitimacy means. So how can they create a "legitimate" democracy anywhere - even here at home, let alone in Iraq?
